Cook macaroni in salted water according to package directions, then drain and cool under running water. In a separate bowl, combine mayo, mustard, vinegar, pepper, sugar, salt, garlic, and onion powder, then add onion, celery, and bell pepper.
Toss pasta with half of the dressing in a large bowl, refrigerate pasta and remaining dressing for at least 2 hours.
When ready to serve, toss pasta with remaining dressing and adjust seasoning as desired.
